Increase spawn rate of Save the Villagers side quest

This is mainly to help with being able to get the Hero achievement with a reasonable amount of effort and not have to wait for ages for these specific quests to spawn. It seems like the food delivery and herbalist quests spawn fairly often but Save the Villagers is very rare to come up.
